max_recipients, max_group_members, sendmail_delay
I don't use them myself, but I've seen them in there, and they may be

If the IP is that of your webmailer... one user causes the whole
side to be throtteled... (not that funny unless

You need some more magic software (plugged to postfix or to
roundcube) for this. Postfix can't help you out (for
Squirrelmail there are such addons)

smtpd_recipient_limit = 10 and you can have a own smtpd-process
configured in master.cf to not fuckup regulary users
