AFAIK libjasper does not ship with RHEL, so you are likely mixing
repositories. But we don't know for sure which because the repository
shipping your libjasper doesn't use a repotag.
And so people come complaining to us and consider us the cause of the
problem. How fair is that ?
PS Meanwhile that repository will blame the user (you) for not looking
inside the package before reporting, or for making the assumption that
every repository uses repotags.
