Frankly speaking I don't know why the XP client doesn't like the Quick Mode response. Did you enable nat-transport with ./configure --enable-nat-transport when building strongswan. I heard that this is often the problem. Also, what's the error message on the windows side? I never tried L2TP by myself but I think this oakley log file might help.
