Reason: ALL (!) monitoring systems can speak SNMP. SNMP is the ONLY standard in monitoring. Everything else is only monitoring system specific. So if we develop a SNMP agent fpr strongswan immideately all monitoring systems we be able to monitor the IPsec VPN installations. Of course, you could do some quick and dirty scrpting to monitor your own setup. But I want a really good solution to the problem. And sticking to the standard is a good point to start with.
