I also tried:
FILTER (xsd:dateTime(?TimeStamp) >
xsd:dateTime('2015-09-01T00:00:00')) .
FILTER (xsd:dateTime(?TimeStamp) <
xsd:dateTime('2015-09-01T02:00:00')) .
Same result...
