Yes, I've tried that, all the obvious things I could think of. the struts-1.1.jar on http://www.ibiblio.org/maven/struts/jars/ is 486K. When I execute my build it downloads a file that is only 5kb. It has the name: struts-1.1.jar, but it is a text-file, in fact it is an html document listing the directory if you open it in a text editor.
