Try following the same pattern we use:
http://cvs.apache.org/viewcvs.cgi/maven/xdocs/navigation.xml?rev=1.33&content-type=text/vnd.viewcvs-markup
And register an issue in JIRA here:
http://jira.codehaus.org/secure/BrowseProject.jspa?id=10355
The plugin should be smart enough to work without the leading slash.

Thanks for the input, but no amount of leading slashes or dots would work.
However, rolling back to Maven 1.0 beta 9 fixed everything. This is definitely a bug in RC1.

FYI - I originally upgraded to RC1 because my checkstyle broke on one of my machines. RC1 didn't fix it, so I'll stick with beta 9 for a while longer :).
