Actually, you can only use Starteam with maven for generate changelogs htlm output.
Whith the future Maven version, you'll can update/check out sources with Maven-scm subproject that I started : http://blogs.codehaus.org/people/emmanuel/archives/mavenscm.html For your second requirement, It's a bad idea to store jars in a scm product and we'll never implement it. A scm product must be used for store sources and not compiled files.
