I am not aware of any kind of relations between those two projects excepts this one that they are more and less about the same thing. But friendly competition in case of such small libraries is not so bad. Specially for end-users which have a choice. Wagon is supposed to be nothing more then helper project of Maven and to be compatible with other projects developed under maven umbrella.
