You have to wrap <plugins> in <pluginManagement>. The examples in the
documentation doesn't seem to mention this either, so it's a common
mistake for me as well. Ex:

    <build>
        <pluginManagement>
            <plugins>
                <plugin>
                    .....
                </plugin>
