Friends don't let friends design a separate pluginRepository set, and then produce completely mysterious messages that neglect to mention that a failure related to looking for something in it.
In other words, this happens when you add the repo to repositories instead of pluginRepositories and then try to find a plugin in it. I'm only using jvnet because the non-jvnet animal sniffer won't work for me at all, and the jvnet one does.
