We're looking for something very similar. Currently we're using
http://www.antmod.net/ Antmod in an Ant-driven build process which I'm
about to replace by Maven.
Antmod has the concept of release descriptors which enable you to
compose several distinct modules to a new project, each module having
its own version and, optionally, SCM location.
If anyone has a Maven alternative for this please let us know. Otherwise
we'll write a plugin ourselves (that's where it might get interesting
for you as well ;]) - but don't expect it to be ready in under 2 or 3
months.
