I guess you are not specifying the reports it should run. By default
it also runs the aggregate goal which will loop over all the modules.
See [1] for info how to only run selected reports.

e.g. only use
 <reportSets>
          <reportSet>
            <id>default</id>
            <configuration>
              <!-- Specific configuration for the given reports -->
              ...
            </configuration>
            <reports>
              <report>javadoc</report>
              <report>test-javadoc</report>
            </reports>
          </reportSet>


and not <report>aggregate</report>
