They don't exist and the dependency plugin has remembered this fact. It stores marker files in /target/dependency so if you run it many times it won't try to get the missing ones over and over. This goal dates to the days when the connection to central was unreliable and I was tired of having eclipse:eclipse -DdownloadSources=true fail in the middle.
