Yes, it works now after I removed the duplicate xsl files from the test/resources folder of my secondary project. The real culprit was me not including the xsl files in the utlitity project build (needed to modify the utility project pom file and include the xslt folder).
Now I can run my unit tests successfully with the production xsl files from inside the project that references the utility project.
