this has been discussed on the lists a couple of times, but I haven't
had time to do anything about it. I think there might be a JIRA issue.
Possible solutions:
- jellydoc depends on a sun JDK and uses a JAR override of
${java.home}/lib/tools.jar
- we find a free alternative
- we put it back (I assume this isn't an option - no idea why it was
removed though)
- jellydoc may not need it directly, in which case we just remove the dependency
