Thanks for the help. I went to http://www.ibiblio.org/maven/ where they had commons-jelly-tags-interaction-20040902.072702.jar but not commons-jelly-tags-interaction-20030211.143817.jar.
I downloaded the commons-jelly-tags-interaction-SNAPSHOT.jar instead and renamed it to commons-jelly-tags-interaction-20030211.143817.jar and that appears to have done the trick. The command ran successfully and installed the WAS plugin.
