Why is the war file being built in Tomcat's webapps directory? Could you please post your pom.xml file? Also, you might want to run with the -X script to see what's going on. I think in general if you want to deploy from Maven to Tomcat, it is better to use the Tomcat Maven plugin. Just leave the standard destination folder (target) as is, and then use the Tomcat Maven plugin to deploy to a running Tomcat. If you want, you can actually run an embedded Tomcat and set up a continuous deployment. Then, when you save a file, a build and deploy gets triggered automatically.
