I think that this may be related to the problem that I posted earlier, 
as well. It seems like what is happening is that since ibiblio is 
returning data in response to the download request instead of  a 404, 
Maven stops there and doesn't attempt to get the snapshot from the other 
repository. I've tried changing the order of values for 
maven.repo.remote in my global build.properties file, but it doesn't 
seem to fix the problem.

Has anyone found a solution for this?
