It appears, by the way, that the child of <pluginRepositories> is <pluginRepository> instead of <repository>.

We actually have the repositories for plugin download specified separately in the pom, using the <pluginRepositories/> stanza. It looks similar to (using your original example):
<pluginRepositories> <repository> <id>my_own_repo</id> ... </repository> </pluginRepositories>
If this doesn't take care of the problem, let me know.
