you can test the last snapshot with :
maven plugin:download -DgroupId=maven -DartifactId=maven-xdoc-plugin 
-Dversion=SNAPSHOT -Dmaven.repo.remote=http://cvs.apache.org/repository

tell us if it fixes your problem.
