Zheng, I got the same thing over the weekend and found that Maven was downloading the most recent plugins but I didn't have the most recent dist to go with them. To get things working (at least partway), I cleared out my maven plugings from the repo and installed M2 RC.
This got me further, but I still had an issue. . .if I remember, it had something to do with trying to generate a site from a project without any source. If I create a main/java dir or generate the site from a project which contains source, it execs fine.
