Use "mvn -o ...". It tells Maven to run offline,

Yesterday, I changed scope of some dependencies to "provided" from "compile", Now, problem is coming more so unable to build whole project. Is there anyway, I could avoid contacting Ibiblio as files are already downloaded. Later, we can again enable to get latest ones.
