javadoc 2.0 plugin: doc-files/* not being copied!

Dear Maven Users,

I'm finding that they only get copied if the project involves  
modules, and aggregate is set to true.

Has anyone got this to work in a project which doesn't involve modules?

ps Have checked http://jira.codehaus.org/browse/MJAVADOC but no such  
issue has been reported.
