Change your repository declaration order. It should do the trick but a better option would be to use Maven Proxy or Proximity. This way, Maven would only go to one place to get what is needed to build your projet.

My builds are constantly failing even when I build offline because maven is attempting to download pom files for dependencies. However, most of these dependencies do not have poms in the remote repo because they are coming from legacy repos.
