No, .cvspass is always in the home directory :

but it can be elsewhere if you have redefine $CVS_PASSFILE

PS. Incidentally on the linux box, the .cvspass is stored in a directory
.cvs (i.e. /home/buildmaster/.cvs/cvspass).
