The maven-2.x command line program is called 'mvn' (formerly 'm2'). The command line you posted in your message is a mixture of maven-1.x and maven-2.x, so won't work with either version. Plugins target a specific version of maven; it looks like the plugin you are trying to use is a maven-1.x plugin (I have not used andromda, but the presence of the 'plugin.jelly' in the jar file a a dead giveaway that it's a maven-1.x plugin). It looks like you'll want to use maven-1.x to make use of that plugin, unless there's a maven-2.x equivalent somewhere (I didn't find one when I quickly rummaged around their site a few minutes ago[0]).
