You might try and use the antRun<http://maven.apache.org/plugins/maven-antrun-plugin/>plugin to do this. I know ant as these features. They work with listeners <http://ant.apache.org/manual/listeners.html>. And they have a mail task <http://ant.apache.org/manual/CoreTasks/mail.html>.
