Currently, the health report treats the condition of "Artifact's dependency does not exist in the repository" as a failure.
For central, this condition is actually an important issue, but for any institutional repository, it's entirely normal, since the institution's artifacts are almost certain to depend on _something_ in central. Could this check please made to be configurable? Until it is, it makes the repository health report rather awkward to use for any non-central repository. Thanks. Max.
