I turned stacktraces on and it seems that maven looks for the wrong plugin:
[DEBUG] Artifact not found - using stub model: Unable to determine the latest version org.apache.maven.plugins:maven-minijar-plugin:pom:LATEST Instead of minijar-maven-plugin it looks for maven-minijar-plugin.
