I added the block below to my .m2/settings.xml according to this guide:
http://maven.apache.org/guides/development/guide-plugin-snapshot-repositories.html

<profile>
  <id>snapshot-apache</id>
  <repositories>
    <repository>
      <id>apache.org</id>
      <name>Maven Snapshots</name>
      <url>http://people.apache.org/repo/m2-snapshot-repository</url>
      <releases>
        <enabled>false</enabled>
      </releases>
      <snapshots>
        <enabled>true</enabled>
        <updatePolicy>always</updatePolicy>
        <checksumPolicy>warn</checksumPolicy>
      </snapshots>
    </repository>
  </repositories>
  <pluginRepositories>
    <pluginRepository>
      <id>plugins.apache.org</id>
      <name>Maven Plugin Snapshots</name>
      <url>http://people.apache.org/repo/m2-snapshot-repository</url>
      <releases>
        <enabled>false</enabled>
      </releases>
      <snapshots>
        <enabled>true</enabled>
        <updatePolicy>always</updatePolicy>
        <checksumPolicy>warn</checksumPolicy>
      </snapshots>
    </pluginRepository>
  </pluginRepositories>
</profile>

'mvn -Psnapshot-apache help:active-profiles' confirms the above profile is
enabled, but 'mvn -X -Psnapshot-apache' always refuses to download from
the snapshot repo, with these messages:

[DEBUG] Skipping disabled repository plugins.apache.org
[DEBUG] Skipping disabled repository plugins.apache.org
[DEBUG] Skipping disabled repository plugins.apache.org
[DEBUG] maven-help-plugin: using locally installed snapshot

What am I missing?  Thanks.
