What's your maven.repo.remote setting? Did you read the news from 7 December 2006: http://maven.apache.org/maven-1.x/news.html ?

And why do you think nobody can help you just because you're using maven 1? ... :)

If I do a ls in my local repo I, for example, see the xml-apis folder.  In
that folder i see a jars folder.  In the jars folder there is
xml-apis-1.0.b2.jar

I do not know why it is thinking all those jars do not exist when they
actually do.  I even chmod'ed everything to 777 out of desperation.

Can anyone help me with this problem, even though I am using maven 1?
