Is the jar called gt2?
My guess is that the jar contains a directory called gt2. Adding the
build-config jar as a dependency will put its contents on the
classpath, where the files can be read by the plugin. (Is it
getResourceAsStream()? I forget.)
And why should I not use:

Because it's a Maven 1 plugin? Just a suspicion, but look at the url
inside the pom...
Otherwise, no idea, give it a try and see what happens.
