Jacob, What spring dependency do you expect should add commons-dbcp.jar? I would look at its pom to see what it includes. You will not always get all the implementation dependencies. This is because you can use any number of drivers with spring (i.e. c3p0). Since spring (along with other frameworks) cannot guess which implementations you will be using they will not include them in their pom and thus they will not be included with the transitive dependencies.
