Yes, ideally it would be 1.0-alpha-3 at http://maven.apache.org/plugins/maven-enforcer-plugin, with (optional) snapshot docs at http://maven.apache.org/plugins/maven-enforcer-plugin-1.0-SNAPSHOT .
