That error certainly looks strange to me. I know that site:deploy can work because I just did a site-deploy with Surefire 2.4.2 for its release earlier today.
Please file a bug with a minimal Maven project attached that reproduces this failure. (You can set it up to deploy to a file URL so the project can be simple and self-contained.)
