Yup, it doesn't exist, it is not an apache plugin, so has to be qualified:

           <plugin>
             <groupId>org.mortbay.jetty</groupId>
             <artifactId>maven-jetty-plugin</artifactId>
             <version>6.1.7</version>
           </plugin>
