Hello,
I guess install is not a plugin but a phase, such ascompile or test
the related plugin is described as following :
<dependency>
<groupId>plugins.org.apache.maven.plugins</groupId>
<artifactId>maven-install-plugin</artifactId>
<version>2.0-alpha-3</version>
</dependency>
Maybe, you should try with the canonical name of the plugin
