How do you know you're not using a proxy? It is pretty simple to set up a transparent (aka intercepting) web proxy like squid.
Perhaps try TraceTCP and make sure there's no proxy: http://tracetcp.sourceforge.net/usage_proxy.html There is no good reason why this should not work if you do not have a web proxy. As I said before, these kinds of issues are nearly impossible for someone outside of your network to help you debug/resolve, so you're going to have to work with local network admin resources to solve it.
