I suggest you read up on maven release plugin: http://maven.apache.org/plugins/maven-release-plugin/introduction.html I don't use it any differently then the official usage. The plugin doesn't generate a pom file but rather modifies the existing pom file with a new version and checks in CVS with proper CVS tagging.
Im not sure I understand what you are trying to accomplish with your tool, it looks like you may try to replicate what maven already offers with their release plugin.
