Where is the default "reports" reference?

I'm wanting to edit the menu in my site for the "Project  
Documentation", which is produced by the site.xml line

        <menu ref="reports"/>
In particular, I want it not to be collapsable.

An easy way to do that would be great, but I'm wondering where that  
information comes from. Surely it's not code...
