I've been wanting this for a while but figured it'd be solved by custom profile activators, currently sitting in trunk:
http://docs.codehaus.org/display/MAVEN/Custom+Profile+Activators Perhaps a new snapshot profile activator would be best for the short-term. Have you raised an issue I could watch?
