As long as you have the local-prefixes and unifying-prefixes set
correctly, and kannel sendsms port is configured in right, mbuni will
send to mobile correctly once the -t (to) field is a number
(1000/TYPE=PLMN)

Kannel cannot send/receive MMS, but Mbuni can. Have you configured
mbuni fully as described by the documentation?

kannel (bearerbox, smsbos, wappox), mmsmobilesender, mmsproxy,
