It depends on the operator, I've seen some operators only allowing access to their MMS-C on the MMS WAP gateway, and some operators denying access by content-type to multimedia messages on their WAP gateway of the WAP APN. You can workaround this by setuping your own WAP gateway (I use tinyproxy for WAP 2 and Kannel for WAP 1.2), and using the operator's Internet APN which usually isn't firewalled.
