there is no immediate reason why federation wouldn't work for MUC, as long
as all MUC participants subscribe to the same room on the same server.

What do you mean by "second client does [not] receive invitation message
from first client", because in MUC participants subscribe to rooms, while
invitation suggests that one client tries to subscribe to the presence of
another.
