Maven Plugin Issue FTP Server

I'm trying to make the security fix for the FTP server but I am seeing an
issue when building the maven project.

apache-rat-plugin:0.12:check (5 errors)

I've attached a screenshot.

Do I need to install this plugin?  I'm not sure what to do here.
