Most likely there is a problem with your firewall.  I could not
connect from work until I pestered them to open the firewall for me. 
Perhaps you can "reason" with your network admins.  :-)  Our
compromise involved opening things only to the apache CVS server and
only for my specific machine and the machine of a few of our other
developers.
