Dave, use the border-bottom css property to create a style that you can use in the rowClasses attribute of the dataTable:
.bottomBorder {
border-bottom: thin dotted #00FF00
}
<h:dataTable ... rowClasses="bottomBorder">
...
</h:dataTable>
