Matt, HTML_BASIC may be the root of your problem. JsCookMenu is a part of either core JSF tag lib renderers. It is a member of MyFaces extended library. Try removing the render-kit-id element. Also, make sure this configuration file is correctly referenced in the deployment descriptor.
