This buffer workaround is not needed, when using the panelGroup workaround (or any container which renders its children). I have had absolutely no problems with datascrollers both above and below the dataTable, using panelGroup. :)

Hmmm ... did you put your dataScroller/dataTable combination within an
panelGroup, as far as I remember that helped.

Though, don't you have any problems with the dataScroller BEFORE the table?
According to [1]  this is not possible and requires t:buffer to
workaround. Well, it is possible, but as far as I remember the output is
always one page too late.
